OK, seriously, I've noticed most middle-aged and older women have short hair. It must be related to the Cultural Revolution -- anyone know exactly what the short hair is about?
How about another headline for this picture?

i think it's about maintenance. how many old women do you see in America with really long hair.
agree with Lucas...maintainance, convenience. plus, women's hair also thins out with age, some to the effect of balding, only they always have the option of making a ponytail to cover it all up. some believe, me included, that when there's not enough nutrition to sustain thick long hair, you give up length for at least a moderate thickness.
stylewise, it's unacceptable (and don't ask me why) for women beyond a certain age to go out with unbound hair. long thin hair, bound or curled up, doesn't look good. while middle aged women would get a perm to fluff it up, senior ones don't think it acceptable. so go short.
by cultural revolution, you were thinking that there was a time when women with short hair was simply out of line and suggesting that it was in CR that this tradition was discarded, right?
